What sort of PCs functions constitute undeleting?

Very often in the field of data recovery and in the information technology field in general words are created that have no prior meaning but serve well to explain a specific function. Such is the case with the word undelete. When we restore or reconstruct a single file or an entire folder structure we use a data recovery tool for either complete drive or partition recovery that is capable of scanning that segment of a hard disk drive or other digital storage media and finding any data storage areas that have been recently marked as available for new information to be written onto.

Our data recovery program then makes available to retrieve the original file content of that sector. So yes basically we will be undeleting a file or folders. It is important to note that many file loss functions come under the heading of deletion. When we reformat a drive or a partition the archived files on that drive are treated as deleted files. Hence we consider the process to restore those files as being to undelete them.
